Despite a third Design Review Panel review declaring, "Overall, the Panel finds a scheme of considerable worth that we believe to be of exceptional quality, truly outstanding and innovative." and representation by expert Counsel, the Planning Committee showed the system for what it is; the applicant is given 3 minutes to speak to convey the product of 3 years' work. However the Committee was at least split, the officers' recommendation for refusal was only carried 10 votes to 5 votes.
